Closure of Fall Creek Sports Complex Pavilion Area, Playground, and Baseball Fields

The United States Fish and Wildlife Service (the “USFWS”) has notified Harris County Water Control and Improvement District No. 96 (the “District”) that a bald eagle and eaglet are nesting within the boundaries of the Fall Creek Sports Complex (the “FCSC”). The eagle nest is located close to FCSC facilities including the baseball fields and the pavilion.

Pursuant to the federal Bald and Golden Eagle Protection Act, the federal Migratory Bird Treaty Act, and the National Bald Eagle Management Guidelines, the District is closing indefinitely the pavilion area, including the playground, and the baseball fields. The District is consulting with USFWS regarding best practices and activities that may be permitted in the vicinity of the nest. The District will reopen the closed sections of the FCSC once it is appropriate.

Groundbreaking of Sports Complex

The Board of Directors for Harris County Water Control & Improvement District #96 is proud to announce the groundbreaking of the Fall Creek Sports Complex expansion project!

The groundbreaking ceremony held at the complex on Tuesday, December 1, 2020 was hosted by Board President Brett Sileo and members Lonnie Jackson, Linda Ihns, and Ben Bates. Along with Texas Parks and Wildlife representative Matt Fougerat, the first shovels of dirt were turned to officially kickoff the project. BGE’s Director of Planning and Landscape Architecture Brett Mann, Project Manager Tung Huynh, District Engineer Cindy Fields, attorney Julianne Kugle with SK Law, Gandolf Burrus with Grant Development Services, and Recreation Director Kas Wright were also on site to help commence construction on the newest amenities including: a splash pad, additional playground equipment, more walking and bike paths, bird watching stations, batting cages, two dog parks, and a butterfly garden. A special thanks goes out to other project partners including D.L. Meacham, Kraftsman, and Lonestar.

Construction is currently underway! Please use caution when visiting the sports complex and stay clear of all equipment. Everyone is working hard to better serve you and your community!

WCID 96 Recycling Changes to Wednesday Starting January 6, 2021

The recycling pick up day in WCID 96 will be changing from Saturday to Wednesday starting Wednesday, January 6. Regular trash collection will still continue on both Wednesday and Saturday. The final Saturday recycling collection will be on Saturday, January 2. Recycling collection on Wednesdays will begin on Wednesday, January 6. Everything else about recycling and trash collection will remain the same.

The recycling and trash provider requested this change because there are more cars parked on the street and more people (especially children) walking about on Saturday compared to Wednesday, so they think it will be safer and more efficient to collect the recycling on Wednesday and only have one set of trucks run through the neighborhood (collecting trash) on Saturdays and have both sets of trucks (recycling and trash) run through the neighborhood on Wednesday instead. Also, some residents miss getting their recycling picked up on Saturday when they go out of town for the weekend, and now they will find it easier to make the Wednesday recycling collection. Having the double recycling runs for the week of transition right after the holidays will also help clear the holiday recycling volume. There will be pick up on both Saturday, Jan. 2 and Wednesday, Jan. 6.

As a reminder, WCID 96 covers Fall Creek west of Wilson Road plus Heather Glen. The rest of Fall Creek on the east side is in MUD 49.

PAYMENTS are due on the 12th of each month.
LATE FEES APPLIED BEGINNING ON July 13, 2020
WATER SERVICE TERMINATIONS WILL BEGIN IN August, 2020.

Beginning in March, the Harris County WCID No. 96 Board of Directors voted to suspend late fees and water terminations to help residents and businesses during the COVID-19 pandemic. The District will begin applying the 15% LATE FEE on unpaid balances and will resume water service terminations for non-payment. Residents will have until July 12th to make sure their water bill balances are current. If you are unable to pay your water bill, contact us about a payment plan to pay down your balance. Fall Creek Sports Complex Sports Fields Reservations Resume June 1; Playground Still Closed Until Further Notice

After Governor Abbott’s announcement Monday regarding outdoor activities and recreation, May 31, 2020 has been declared as the start date for youth sport practices to begin again.

Therefore, all reservations through the end of May will be cancelled. The good news is existing reservations beginning June 1, 2020 will be honored and you are able to use the baseball fields, soccer fields, and sand volleyball court for practice. Games of any kind that involve more than one team cannot be held until June 15, 2020, so please plan accordingly. It is strongly suggested that players, coaches, and spectators continue to follow social distancing guidelines as much as possible, it is recommended that masks are worn, and spectators should not congregate in groups during practices with individuals outside of their household.

New reservations will also be taken beginning June 1, 2020. However, the Fall Creek Clubhouse may have shortened hours or days that have not yet been decided by the HOA management company or the HOA Board. We may have a lockbox installed outside of the front door for reservation forms and payments to be submitted, but nothing is confirmed. Reservations will only be taken for the sports fields, not the pavilion, but I will keep you up to date on those decisions and any changes.

At this time and through an unknown date still to be determined by the WCID 96 board, the playground will remain closed. Once practices resume, please keep your children and players away from the playground equipment until Governor Abbott addresses more specific details regarding parks and the WCID 96 Board of Directors dictates they are ready for it to reopen. The walking trail continues to remain open to general usage by the public and social distancing is required.

Fall Creek Sports Complex Playgrounds Closed

The Harris County Stay Home / Work Safe Order includes the following:

  • Individuals may go to public parks and open outdoor recreation areas. However, public playgrounds may increase spread of COVID-19 and, therefore, shall be closed.

The Fall Creek Sports Complex therefore remains open but the playgrounds are now closed. The playgrounds and sports equipment are NOT being sanitized and should not be touched as ordered by Harris County. The sand volleyball pit is now also closed in conformance with this order which closes sport courts.

For now, the restrooms remain open so you can wash your hands. However, there is wo way that we can sanitize the restrooms between users so use at your own risk. The restrooms are only cleaned twice per week. Please leave the soap and toilet paper for park patron use!

All field reservations and pavilion reservations have been cancelled through April 3 and money will be refunded. No organized group or team activities should be taking place in the Sports Complex. The governor’s previous order banned group gatherings.

The trails, however, do remain open for hiking and biking. However, proper infection control procedures and the Stay Home / Work Safe order mandate that anyone using the park or trails maintain proper social distancing and remain at least 6 feet apart.

Please stay safe, wash your hands, and get outdoors if you need a break. However, act responsibly and maintain social distancing as instructed by our local public health authorities.

Fall Creek Sports Complex Reservations Cancelled Through April 3rd

The Fall Creek Sports Complex is cancelling all reservations for the sports fields and pavilion up to and including April 3 in accordance with the governor’s order to stop any gatherings of more than 10 people. No group of more than 10 people should be gathering in the park.

The governor’s directive today closed bars and restaurants but directed for parks to stay open. Therefore, the Fall Creek Sports Complex will remain open but all organized and team activities in the park and fields are now suspended through April 3. There will be no events or team activities in the Sports Complex through April 3.

Please be advised that, although the park will remain open regular hours for now, the Sports Complex does not not have staff to clean or sanitize the playground equipment and any use of the playground equipment will be at your own risk (or your child’s own risk). WCID 96 strongly discourages use of the playground equipment at this time.

Getting out to hike or bike the trails is allowed, but please maintain social distancing and stay 6 feet away from others as you use the park. The restrooms will also remain open regular hours during this time, but they are only serviced/cleaned twice a week, so use of the restrooms also remains at your own risk.

Please wash your hands frequently when using the park and please leave the toilet paper in the restroom for park patrons to use.

WCID 96 will continue to monitor the directives that come from the local, state and federal governments and WCID 96 may revise the policy of park use at any time. Just use common sense and listen to updates on the news about what do to. Please stay well and stay safe everyone!

No Boil Water Advisory for WCID 96

There is currently NO boil water advisory for WCID 96. No boil water advisory has ever been issued for WCID 96 related to the City of Houston water main break.

WCID 96 is a wholesale water customer of the City of Houston and we get much of our water from the City although we also have our own water well. Our system is operated independently from the City of Houston and the WCID 96 operators have been consistently monitoring our system. Our water pressures have remained normal. Our levels of disinfectants and residuals have remained normal. Therefore WCID 96 has not issued a boil water advisory.

As a precaution, WCID 96 is flushing the system by opening up fire hydrants and running water out of the pipes. This operation is planned to turn over the water in the system twice just out of an abundance of caution to clear the system. This may continue through the day and evening on February 28.

Again, WCID 96 has not issued any boil water advisories due to the City of Houston water main break and all testing so far has shown normal water pressures and quality indicating the water is safe to drink.

No advisories have been posted to the web site because there has not been any issue with the water in WCID 96 so far. If there are any advisories issued, they will be posted here.
